Qualifications:

The ideal candidate must have considerable experience in collections management with several years at a senior level which includes recruiting, managing and developing staff. Post-secondary education in Business Administration and/or Management or equivalent education and experience is essential. A designation from the Canadian Credit Institute is essential but enrollment in the program with a commitment to complete would be accepted. Demonstrated knowledge in accounting and the ability to analyze and interpret financial statements from a collections perspective is essential. Direct experience and demonstrated ability to apply and interpret collections related legislation is essential. Knowledge of the legislation administered by Manitoba Taxation is desired. You must be a leader and team player with excellent oral, written and interpersonal communication skills to deal effectively with employees, the public, government agencies and private industry. You must demonstrate political sensitivity, be analytical and be able to problem-solve and make decisions. Demonstrated proficiency and experience working with Microsoft Office (Outlook, Word and Excel) and with computerized financial applications is essential. Demonstrated organizational skills and the ability to handle stress and function effectively with minimum supervision in a high volume and demanding regulatory work environment is essential.

Duties:
As part of the Taxation Division management team, the Manager of Collections directs and coordinates a comprehensive collection program in order to maximize revenues. The collections program promotes voluntary compliance with the filing and remittance requirements of the various revenue generating statutes administered by the Manitoba Taxation Division and implements enforcement procedures to ensure compliance is maintained. This program direction includes defining strategies, assigning special projects, researching and recommending amendments to the various taxation statutes and providing advice and guidance on complex taxpayer issues to senior Taxation officials, other Taxation sections and taxpayers directly. The Manager selects, trains, coaches and mentors staff and supervisors, reviews performance and recommends improvements as well as ensures consistency in interpreting and applying the taxation statutes for the collections and enforcement program.
